Microsoft decided to pull Picture Manager from the 2013 version of their Office suite – what a shame!
You can install it this way:
Install Picture Manager by using the SharePoint Designer 2010 installer
- Get the free SharePoint Designer 2010
- Run the installer
- Deselect all features except Microsoft Office Picture Manager
- Install
Voila
